This unit of competency specifies the skills and knowledge required to safely encapsulate non-friable asbestos hazards. A person who has achieved this unit of competency would be expected to take responsibility for organising and completing these tasks with a high degree of self-direction. Completion of the general construction induction training program specified by the model Code of Practice for Construction Work is required for any person who is to carry out construction work. Achievement of CPCWHS1001 Prepare to work safely in the construction industry meets this requirement. Relevant state and territory regulatory authorities should be consulted to confirm requirements to encapsulate non-friable asbestos.

E1Plan and prepare.
0273.E1.O1Review circumstances in which asbestos hazards may be encountered.
0273.E1.O2Review work instructions and building information to implement safe asbestos work practices, and to determine the location of asbestos.
0273.E1.O3Select and fit personal protective equipment (PPE) as required for each task.
0273.E1.O4Plan all work to meet relevant requirements of work health and safety (WHS), Commonwealth and state or territory legislation, environmental plans and obligations, manufacturers’ specifications, and workplace requirements.

0273.E2.O4Arrange for testing to confirm the presence of asbestos.
E3Encapsulate asbestos.
0273.E3.O1Assess and select methods, tools and equipment and PPE for the encapsulation of asbestos on existing surfaces in accordance with regulatory requirements.
0273.E3.O2Assess suitability of work area for asbestos encapsulant coating.
0273.E3.O3Apply a water based asbestos encapsulant coating to manufacturers’ specifications.
E4Clean up.
0273.E4.O1Clean up, meeting all legislative and workplace requirements for safety, waste disposal, materials handling and protection of the environment.
0273.E4.O2Clear work area, reuse or recycle materials and place waste and unwanted materials into job waste bins or rubbish stockpile.
0273.E4.O3Check and maintain tools and equipment and clean with appropriate solvents.
0273.E4.O4Dispose of paint waste and water and solvents used in cleaning tools and equipment in an environmentally sustainable manner.
